Usher is a mysterious inhabitant of DeepGround and isn't a member of the Tsviets despite having very orange hair. Instead, he is just a normal member of SOLDIER. Usher only appears during the Japanese online section of Dirge of Cerberus and aids the player several times throughout the game.

However, towards the end of the online segment, Shelke deactivates her Synaptic Net Dive with the player and at this moment, Usher disappears. This means that Usher never actually existed, but he was a projection through Shelke's mind all along. She did this to help the player assist their plans to overthrow The Restrictors.
