Nicknamed "Kya ha ha" by Reeve due to her perculiar laugh, Scarlet is a rude and cold hearted woman who works for ShinRa, where she is the head of their Weapons Development Department. She is often seen in the board room discussing matters, usually in direct opposition to Reeve Tuesti, who she perceives as weak.
We find out just how evil Scarlet really is when Barret returns to his home town. He tells the group how it was his idea to trust ShinRa, but when there was an explosion at the newly built reactor, ShinRa assumed the citizens of Corel were terrorists. Scarlet lead the assault on the town and she made sure the whole town was burnt down and all of the citizens were killed. She is also the reason that Barret and Dyne each lost one of their arms.
Scarlet is also the representative from ShinRa who supervises the failed execution of Barret and Tifa in Junon, taking great delight in the fact that Tifa will die a horrible death. However, when Tifa frees herself from the torture chamber, Scarlet tries to stop her. They get caught up in a slapping contest, but Scarlet loses and Tifa escapes.
Quest To Create The Perfect Weapon
Scarlet wants to create the perfect weapon, hence why she is the leader of the Weapons Development Department. Both the Sister Ray and Proud Clod were her ideas, although one is ultimately more successful than the other.
The Sister Ray manages to defeat both Sapphire Weapon (while stationed at Junon) and Diamond Weapon (after being moved to Midgar), and also destroys the shield around the Northern Crater, which allows Cloud to have his final showdown with Sephiroth.
Proud Clod isn't as effective though and when it explodes, Scarlet is killed.

Before Crisis: Final Fantasy VII, Scarlet is again the head of ShinRa's Weapons Development Department. Her involvement with the game came as a cameo in one of the later episodes of the game.
She is ordered by President Shinra to intercept and destroy The Turks, as they are perceived to have betrayed the company. Her attempts fail though as she is unsuccessful in her task.
