President Shinra's role in Final Fantasy VII is actually quite minor, despite being the person who took ShinRa from a small arms company to a global super power.

His first involvement comes during AVALANCHE's second mission against the Mako Reactors. Having been annoyed by their first attack, President ShinRa makes a personal appearance at Mako Reactor No. 5 to make sure there isn't a repeat performance. He mocks Cloud about being an anonymous SOLDIER, refuses to listen to Barret and sets Air Buster on the group before leaving via helicopter.

Payback Is A Bitch

When Cloud infiltrates the ShinRa building with Barret and Tifa, they manage to listen in on a meeting conducted by President Shinra. During this meeting they learn that ShinRa don't plan to do anything about the now destroyed Sector 7 and it's just going to stay how it is, as a reminder to the people of what "AVALANCHE" did.

Shortly after this meeting, the group are captured and President Shinra orders them to be locked up. These prove to be his last actions in the game, as he is killed by Sephiroth - impaled by his Masamune on his own desk.

President Shinra's role in the game is rather ironic. He dedicated a lot of the company's resources to finding a Cetra who could lead them to the Promised Land in order to build the ultimate Mako Reactor. However, when he finally managed to capture one, he is slaughtered by Sephiroth and Rufus Shinra takes over the company following his father's death.

BEFORE CRISIS: FINAL FANTASY VII

MINOR CHARACTER / VILLAIN

Being the head of ShinRa, President Shinra is generally conservative with how he treats his company. However, that doesn't mean he won't use force to solve problems that won't go away.

During Before Crisis he often sends out his favourite employee (Sephiroth) to deal with problems, usually when others have failed. This is first noted when AVALANCHE invade Junon. Heidegger was initially assigned the task, but Sephiroth is essentially sent to clean up the mess.

President Shinra generally demands instant results, something which Verdot fails to deliver with regards to AVALANCHE. Because of this, he is demoted and imprisoned within the ShinRa building for a period of time.

CRISIS CORE: FINAL FANTASY VII

MINOR CHARACTER / VILLAIN

President Shinra's contribution in Crisis Core consists of emails sent to Zack Fair throughout the game, although they probably aren't actually written by him anyway.
